Why an Ubuntu release but not Debian 3.0r3?

Daniel Silverstone wrote that today marks the first release of Ubuntu Linux. I'd like to add that tomorrow marks the eleventh month of the second update to Debian GNU/Linux 3.0 (last updated November 21st, 2003). And no, I'm not proud of it at all.

I would like to raise a general question: Why can there be a release of Ubuntu when there can be no update to the current stable Debian release when the same people are involved? It's not like the stable update hasn't been prepared or something, but the update hasn't been implemented since March when it was prepared (and updated until now, though).

It really makes me quite unhappy to see Canonical Ltd. promising to work close with Debian, providing patches and all that but at the same time hiring Debian developers who don't have (enough) time for their Debian tasks anymore. This does hurt and I don't believe that it does the project any good in the long term either.
