2007-06-24: Public Archive created

After an inquiry it turned out that several people are interested in a utility that will mail them changes to previously specified web pages as text/plain instead of an HTML page with highlighted sections.

Therefore the source code has been moved into a public repository and cleaned up a little bit. Its configuration has been improved as well.
