I second this. Debian should not be reinventing the wheel and use standard based solution whenever possible.

In particular, there is an IETF proposed standard (RFC 2244 and 2245) called "Application Configuration Access Protocol" (ACAP). While targeted at accessing client program options, configurations and preference information, it may be applicable to this problem. There is also source code available of a working prototype.
